Annex C — Textiles & Apparel
Sector annex to Morocco UNS Standard v0.1. Covers Moroccan textile and apparel production: spinning, weaving/knitting, dyeing/finishing, cut-make-trim (CMT), and laundry. Strategic anchor: Morocco’s textile/apparel exports (largely to EU, fast-fashion-driven) make energy, water, and chemical-batch transparency commercially valuable beyond compliance — brand audits (ZDHC, Higg FEM, BSCI) consume the same signals.
C.1 Scope
Covers vertically integrated mills and CMT operations. Excludes raw-cotton agriculture and end-retail logistics.
C.2 Enterprise & Site archetypes
Moroccan textile is fragmented: hundreds of SMEs, a handful of mid-cap groups, and supplier networks for European brands (Inditex, H&M, Decathlon). There is no equivalent of OCP. Use the legal-entity slug; if the producer operates under multiple brands, use the operating company.

C.5 Mandatory signals — energy + water + chemicals
Textiles is unique among the Moroccan sectors covered by this standard in having water and chemicals as first-class signals alongside energy.
Per Site, the following utility totals MUST be published (at a virtual utilities/site-summary if no PLC owns them):

ZDHC alignment
The ZDHC (Zero Discharge of Hazardous Chemicals) Wastewater Guidelines are the de facto audit standard. Fields for etp-* signals MUST use the ZDHC parameter list verbatim where one exists; this lets a brand audit consumer re-use the UNS data without translation.
C.6 CBAM exposure
Textiles is not currently in CBAM scope (as of v0.1). The standard nonetheless flags boiler-house and stenter energy/fuel signals as cbam_relevant: true because:
- The EU is widely expected to extend CBAM to textiles by 2030
- The same signals feed CSRD Scope 1/2 today
This is conservative; downgrade to false only if explicitly directed by the brand customer.

C.8 Strategic notes
- Textile SMEs are the canonical DigiTPME target; this annex is also the most relevant for Digital Morocco 2030 SME diagnostics.
- A small UNS deployment (single broker, ~50 signals) is feasible at SME scale and produces immediate value for energy and ZDHC reporting.
- Brand audits (ZDHC InCheck, Higg FEM verification) require the same signals — adoption is double-counted against compliance and customer-facing reporting.
